Fifty-two million dollars, and no treaty to govern it

Terra Industries closed its seed round at $52M this week to mass-produce autonomous defence drones in Ghana and Nigeria, becoming Africa's most-funded defence-tech startup. It is scaling faster than any global rulebook for the weapons it builds.

Fifty-two million dollars. That is what a four-year-old company founded by two engineers in Abuja has now raised to build autonomous weapons, and the number tells only part of the story: it came in three bites over eight months, each one bigger than the last, because the constraint was never investor appetite. It was how fast the factory could ship.\n\nOn August 17, Terra Industries added $18 million to a seed round that opened in January at $11.75 million and passed $34 million in February. The final tranche, confirmed by TechCrunch and independently reported by Disrupt Africa with matching investor and funding figures, came from returning backers 8VC, Silent Ventures, Nova Global, Belief Capital and SV Angel, plus new investor Norleo Space Investments. 8VC is the fund founded by Palantir co-founder Joe Lonsdale, which also backs Anduril, the American defence-tech company reportedly in talks to raise at a $100 billion valuation. Terra's own newsroom and TechCrunch's reporting both confirm the company is guiding to $100 million in contracts by year's end, including at least one federal deal.\n\nTerra, founded in 2024 by Nathan Nwachuku and Maxwell Maduka, builds what it calls a full autonomous-systems stack: the Archer VTOL, a long-range surveillance and strike drone with a 1,000-kilometre range; the Iroko, a mass-producible quadcopter for rapid response; the Duma, a tracked ground vehicle that can haul 600 kilograms of cargo or run surveillance for 24 hours; and Kallon, a solar-powered sentry tower that autonomously tracks threats up to three kilometres away. A newer platform, Kama, is a kinetic interceptor built to collide with hostile drones at up to 300 kilometres an hour, an approach the company markets as a cheaper alternative to missile-based air defence.\n\n## Why Ghana, and why it matters more than the number\n\nThe money is the headline, but the factory is the substance. In April, Terra broke ground on Pax-2, a 34,000-square-foot manufacturing plant in Accra that will become, by the company's own account and independent reporting from Military Africa and Techpoint Africa, the largest drone factory on the continent, targeting 50,000 units a year by 2028. It is more than twice the size of Terra's original Abuja plant and will employ 120 engineers. Ghana's free-zone tax incentives, not available at the same scale in Nigeria, were part of the draw, according to CEO Nathan Nwachuku's own comments to Military Africa. Terra has also signed a memorandum of understanding with Nigeria's Defence Industries Corporation for joint local assembly, formally folding a four-year-old startup into a national defence-manufacturing structure.\n\nThis is the part of the story that a funding headline alone would miss: Terra is not selling software to African governments and calling it sovereignty. It is building the physical production capacity, on African soil, to make African armies stop importing the hardware. That is a genuinely new posture in a market long defined by dependency, and it is why Nwachuku frames the company's mission as \"Pax Africana\" rather than as a product line.\n\n## The gap the money is racing ahead of\n\nHere is the harder fact sitting underneath the growth story. In December 2024, 166 countries, including every African state, backed a United Nations resolution to open formal talks toward a binding treaty on autonomous weapons. According to the Institute for Security Studies' African Futures programme, 129 of 195 countries now support such an instrument. No treaty exists yet, and the states that abstained from the UN vote are, not coincidentally, some of Africa's biggest arms suppliers: China, Turkey and India among them.\n\nThe stakes of that gap are not abstract. A March 2025 report from the research group Drone Wars UK found that at least 1,000 civilians were killed in roughly 50 separate lethal-drone incidents across Africa between November 2021 and November 2024, a toll researchers describe as a floor, not a ceiling, given patchy reporting from active conflict zones. The concern among researchers who study this is not Terra specifically, but the mechanism: autonomy is supposed to reduce human error in targeting, yet documented research on \"automation bias\" shows people tend to defer to a machine's judgment over their own, which cuts against that promise precisely in security environments, several African militaries included, with a track record of targeting mistakes using far less autonomous equipment.\n\nTerra is not, on the public record, building the kind of fully autonomous lethal system that treaty advocates are most worried about; its own materials describe human-directed detection and response, and the company frames its mission explicitly around defending infrastructure rather than offensive targeting. But the company is scaling a 50,000-unit-a-year production line for autonomous platforms into a continent that has no binding rulebook for how, or whether, weapons like these should make their own decisions, and it is doing so with the same three-tranche financing urgency that any fast-growing consumer startup would recognise. The regulatory conversation, by contrast, is still counting votes at the UN.\n\n## What comes next\n\nTerra says the fresh capital also funds a London office to sit \"in the rooms where global defense decisions are made,\" alongside planned outposts in San Francisco and Washington, and expansion pitches to the Gulf, South America and South Asia. If the company delivers the $100 million in contracts it is projecting, and if Pax-2 hits its 2028 production target, Terra will have done something few African tech companies have managed: build hardware manufacturing capacity that the rest of the world buys from, rather than sells into. Whether the governance architecture around that hardware keeps pace is now a live and unresolved question, and it is one the company's growth curve is answering faster than any international body has managed to.
